What if....

they gave different exams to different cities....and since you can't talk about the questions, there would be no waying of finding out or even bringing it up if you did find out since then you would have admitted to breaking the pledge you signed....

Also would make sense to give cities that start at different times a different exam to avoid cheating by calling up a friend in the other city...

you are indeed correct. In order to make sure every state has a pass % of 40 they give us questions based on how our peers in the June exam did.
