Is there concept of minimum per topic? category, question, minimum, example, entire

If one misses an entire topic area e.g. GIPS i.e. 0 marks and there is only one itemset in that topic area in entire question paper. But others are enough right to get 70+ on avg. (to get total of 70+). Does that 0 make you pass or fail?

(GIPS here is only for example and more over I think it falls in IPS category and not a category by itself...pick any other of your choice)
