A past CFA Reading I am looking for... reading, central, levels, dinner, market

Not sure which level it was, but throughout my preperation for the three levels we had to read a speech of Alan Greenspan on Central Bank policy. It was some kind of dinner speech where he outlined that the central bank has the mission to guide the market and not to surpise it…..
Does anyone know which level and reading it was?
