ethics scenario(soft dollars & best execution)

investment, execution, receiving, scenario, research
If manager is using soft dollars to buy high quality research that aids in the investment decision making process, but is receiving poor execution, what should he do?

probably some sort of cost benefit analysis…disclose to the client.
