BSAS PM Questions 7-12

It has a grid there of exchange rates. Says EUR/USD is 1.253-1.255.
Is this the same thing as USD:EUR = 1.253-1.255 or are they saying that EUR:USD is that spread.
I would think the way they are showing it is 1 USD is worth 1.253 EURO. However for question 7 when they are calculating the Arbitrage they say 1 USD is worth .7968 Euro.
Can someone explain the syntax they are using?

Bump……anyone have any ideas on this? Having trouble figuring out what the currency classification is.
