题干里说是有效市场，而且运用基本面分析，那么隐含的条件就是该有效市场为弱式有效，价格已经反映历史信息，所以A不能选，C选项里“detecting the price movements ”实际上也是从历史判断未来，也不能选。B选项里分析师是运用earnings surprises这样的基本面信息来进行预测，在弱式有效市场里是可以获得超额收益的。
