如果john doe考过了level one, 但是没有申请level two的考试 （所以他不是candidate），cfa code of conduct还apply吗？

the candidate is not an active candidate any more. so he can not say he is a candidate for CFA program. He could follow the code of conduct by himself, but cfa insititute will not require him to comply with the rule.
