Retirees and deferreds have both already retired, so wouldn't they both get the COLA?

I don't think deferreds have retired. They're in limbo having left employment, but are still young, probably working elsewhere. Their pension is sitting there waiting for them to hit retirement age. This is my general understanding, and is not based on reading the question.
