Is that all the info you have? Pref. Shares outstanding? Total Debt+Equity+P. Equity outstanding?

It is 0.08 because that is the cost to the company, an 8% dividend. The cost of a preferred stock is the Dividend/Price. The dividend here is $2.80 and the price is $35. 2.8/35= 0.08 which you already knew. Therefore the cost is 0.08.
