Presuming 5% of questions are scrapped under the Angloff method, does every candidate get credited for these questions or are they removed completely?

when a question is deemed unfair/unclear/too hard, every candidate will get credit for a correct response.

but also think about it this way. The question was deemed to be so difficult that people that got it right, most likely got it as a fluke. So actually, a small percentage got it ‘right’ and of those that got it right, an even smaller percentage actually knew how to get to the right answer. Yes it is unfair to those that knew how to calc it but the mass majority would have gotten it wrong, and the MPS is relative to the pool.
