我目前是大二升大三，九月开学是大三上，现在很想赶在第一阶段报明年六月的一级考试，但是离毕业严格来说还有两年（2018年6月毕业），所以不知道到底能不能报名。
官方的说法就是final year才可以考，国内都说毕业是前18个月，其实这个条件的时间到底指的是考试的时候还是报名的时候？如果我明年六月考，算final year吗？
