already an affiliate member - how to re-submit work experience experience, years

Hi guys,
So I've been an affiliate member since last year and JUST paid to renew my membership. I thought I would be able to do the whole withdraw application and re-apply so that I can get my work experience reviewed again and I'm being told (called CFAI) that I can't withdraw my application because I'm already an affiliate member. He said I can apply to upgrade my membership. I'm trying to explain to him that I can't apply for an upgrade because I don't yet have 48 months, I only have 2 years but last year I got 10 months rejected so I want to re-submit to try to get the 10 months approved. He was not very helpful so I told him I guess I will just have to wait for another year and a half and try to apply for an upgrade (I don't think he understood the sarcasm.)

Does anyone have experience of what to do in this case?
