Does it mean the same thing when people talk about “fund sponsor” and “investor”? thanks!

I am not 100% sure the context here..
fund sponsor is the company that is providing the pension plan for its employeers
Investor is probably the asset management firm with the fidcuiary duty to the pension plan participants.
