Question wording actually, one, question, whether

Maybe it's just me, but has anyone else come across some oddly written questions, either in the CFAI curriculum or Schweser Notes?

I won't paste in any questions, but one ethics question I came across didn't make it clear whether the analyst in question actually took action or was considering it, then asked whether a violation had taken place.
