Question re: wording in Held to Maturity section of FRA first, starting, reading, include

On page 108 of the CFAI FRA book, there is a section on Held to Maturity investments.  In the third paragraph under that section starting with “IFRS require that held…” there is an explanation of whether or not to include transaction costs in the first couple sentences.  However, it’s very unclear and almost contradictory.   Please let me know if I’m reading this wrong or if there is a mistake in the book.
