关于LS和MS的问题 是, country, business, 的, applies

请教个问题：书上表格1给出的总结：
根据前面一个情况：Member resides in LS country, does business in MS country; MS law applies.
但是，接下来出现的 Applicable Law为Member resides in MS country,does business in LS country; MS law applies.但是我觉得该member是在LS里工作的，那当地的LS不应该作为govern吗？所以LS应该是applicable law啊。然后再和Code and Standards比较。为什么这时文章里的applicable law为MS呢？
