这题不该是求得L80＝8.8 然后P80=21+0.8*（25-21）＝24.2 么

ordinary rank n = 80 / 100 * 10 = 8 => 8th biggest number in the list which is 21

  为什么是10不是10+1，算分为数不是(n+1)y/100么

遇到可以用非百分位数表达的分位数（如这题80个百分位可以表达成第四个五分位），得用分位数定义去考虑：某数以及其左边所有数占到总个数80%，那么这个数就是要求的分位数，这题中包含21在内的小于等于21的个数8个，是总数80%，所以是答案

note里面的题有时+1有时不加，总之定义最大
