Implementation shortfall Q

manager, advantages, activity

The first advantages of Implementation Shortfall(IS) is:

* links trading to portfolio manager activity.

Why is it an advantage of IS, but not an advantage of VWAP? Thanks. (Notes: not in Schwsr).
