Is it possible to pass...

possible, failing, ethics, 2011
Level 3 and fail ethics? Given I passed L1 and L2 failing ethics on both of them.

Of course it is, but failing Ethics isn't recommended.

high scores in Ethics section will only matter for a "margin" candidate.
if the candidate is not a margin one, (eg. 90% in all sections and fail ethics"), he d still pass with flying colors
