Ethics - Misrepresentation (citing data)

I remember in the past few years there was some exception to the rule of citing the source of data you use.  For example, it said something like statistics/charts etc. from widely available financial publications like the FED do not have to be cited.
I looked over this year’s misrepresentation section and can’t find that anywhere.  Does anyone know if this is still true, or did the guidline change?

is this only in reference to pricing data  or an interest rate etc?  Anything like a study in the wall st journal must be cited, correct?
