Foreign v domestic interest/currency rates rates

I am having a lot of trouble nailing down when/what is the domestic v/ foreign rate and when I put the domestic rate in the numerator/foreign rate in denominator.

For example, is Y/US $106.72 a direct quote to yen, do yen would be the domestic currency and I would put that in the numerator?

Please help!
