In schweser practice exam vol 1 exam 2PM I do not understand their answer.

If you misallocated the shares of an IPO, why "short term interest should not be taken awy from accounts who have received the shares".

I think you misread the answer
"short term interest should not be taken awy from accounts who SHOULD have received the shares". ...company has to absorb the cost of the mistakes.
