可以这样理解，适龄就业人口不变，劳动参与率是适龄就业人口中“愿意”参加就业成为劳动力的人口比率。所以劳动参与率降低，意味着劳动力（愿意参加就业的人口）减少。如果已经有工作的人口数量不变，那么失业人口（等于劳动力减去已经就业的人口）就会减少。所以失业率就下降了。
