I don't think it appropriate to use the designation before CFAI's email indicating that.

Actually I saw from other website that CFAI will start awarding charter on and after Sep 1,2010, according to the latest email communication.

If your answer is yes, sit tight, you will have your charter in Sep. otherwise, you are definitely doing something unethical according to CFAI's standard. if you really want to know what CFAI will do, why not ask them.

If someone submits your case to CFAI then investigation will start.After investigation is done,there will be official report issued regarding what type of action you will encounter.

But if no one submits anything and you don't disclose this voluntarily,I think you will just be fine.

it seems to me you have already had a conclusion there. So why bother asking?
