Rockstar: Volume 6 p 192 & forward talk about ETFs. Usually The company needs to have very deep pockets and a good reputation to start an ETF. (Like State Street.) I believe anyone with deep enough pockets and liquidity can start one, (register w/ the SEC etc.), but b/c of the requirements, only a few companies do start them. Thanks joec, that definitely helps. I was reading Volume 6, ETF section, but there was no mention of WHO can start it, hence the question.
