The text mentions the board must meet "regularly" but the AF consensus seems to be quarterly.

Right, I remember that question. Odd that this is not black and white and we are forced to use the implied meaning that we backed out of a question.

I remember reading "atleast annually " or more frequently if the situation demands

I also remember reading in the CF book that the board should meet at least annually.
