There is usually no designated waiting area, so it's up to your companion to find something to do. My L1 test was in some hotel, so I guess a guest could have bummed around in the lobby. The bar was closed in the morning. L2 was at a convention center with a jewelry expo next door (apparently, a Texas CFA test was next to a gun expo one year). My L3 test was in some public hall in the city, near tourist attractions.
