Is it permissible to allocate trades on a pro rata basis over all suitable accounts based upon account value?

Yes, this is what is recommended by CFAI. You should not allocate block trades on an ad hoc basis.

I thought CFAI recommended allocating based on order size; or is that just for IPOs?
