查了网上的一些解释，还是很模糊，请假各位
是在Evaluating Portfolio Performance这章看到的概念，
在NOTES里说到policy allocation时： it is up to the sponsor to determine the asset categories and weights as well as to allocate the total fund among asset managers. As in any IPS developments, allocations will be determined by the sponsor's risk tolerence.
