handbook里面说ipo是restricted participation，并没有说绝对不可以。
如果family account自己是受益人，要pre clear, 得到批准才可以交易。

我看到的说法是Monitoring of Employee Trading - Those with particularly sensitive jobs might be required to pre-clear, that is, to receive permission in advance.
