What is the downside to applying now and getting say 40 months accepted (not sure if that's exactly right, but say it is for the sake of argumnet)?

Can you not then just wait 8 months and your experience will automatically update to 48 months and then you are eligible for the charter?

This is assuming you stay in your current position for the next 8 months.
