You are wrong.

It was actually instated on January 2011 when you apply to sit for an exam. So people who applied for the exam prior to January 2011 for the June 2011 exam can still bring their drivers license; which is what I did. I brought my passport incase but I didn't need a passport to apply for the exam as I applied in 2010.

But that's the last of it. now if you apply for any exams, you need a passport. So you must bring a passport.
