I think you would have passed if you got 51-70 in ethics.  It is hard to pass with <50 in ethics, it is possible but you have to do GREAT in everything else.  If you look at scores posted there were some who passed with very poor ethics but they did very well in other areas.  If you had equity >70 you may have passed even with your ethics score.  Feel you, that sucks, I recommend qbank for ethics and get mp3 on soft dollar and ros and listen to them over and over.
