我个人的理解：

Quigley did not notify her clients of the trades although they are aware of the fund’s general strategy to generate returns.这句话是关键。

Quigley只是按照hedge fund的strategy来操作，而他的客户是了解的，因此只要Quigley把所有的操作都作好documentation，并不需要每次都通知他的客户。因此Quigley did not voilate code and standards。

不知道我的理解是否正确。
