“The IO's value should increase as interest reates rise above the contract rate” 这句话对不对？

Notes里有一句原文是这样写的：“...On the other hand, as interest rates rise above the contract rate, the expected cash flows improve. Even though the higher rate must be used to discount these improved cash flows, there is usually a range above the contract rate for which the price increases.”

应该怎样理解这句话？
